Is it safe to empty the cache and tmp folders?

Our /cache and /tmp folders are a few GB. Can I just delete everything inside them over SSH, or does Joomla need some of those files?
I empty /cache every now and then without problems – Joomla rebuilds it. Not sure about /tmp, I leave that one alone.
